ਸੂਰਜ ਦੇ ਰਹਿੰਦਿਆਂ ਘਰਾਂ ਚੋਂ ਬਾਹਰ ਆ ਜਾਣਾ- ਯਾਰਾਂ ਨੂੰ ਨਾਲ ਲੈਣਾ ਤੇ ਬਾਹਰ ਖੁੱਲ੍ਹੇ ਖੇਤਾਂ ਵਿੱਚ ਜਾ ਬਹਿਣਾ। ਦੌੜਨਾ, ਛੂਹਣਾ, ਧੱਕੇ ਦੇ ਸੁੱਟਣਾ ਤੇ ਖੁਦ ਵੀ ਡਿੱਗ ਪੈਣਾ ਫੇਰ…ਖਿੜ ਖਿੜਾ ਕੇ ਹੱਸਣਾ। ਮਿੱਟੀ ਦੇ ਘਰ ਬਣਾਉਣ ਲੱਗ ਪੈਣਾ- ਪੈਰ ਹੇਠਾਂ ਰੱਖ- ਸਿੱਲ੍ਹੀ ਮਿੱਟੀ ਨਾਲ ਨੱਪਣਾ, ਲਿਪਣਾ। ਹੋਰ ਮਿੱਟੀ ਪਾ ਘਰ ਨੂੰ ਪੱਕਾ ਕਰਨਾ। ਜਦੋਂ ਲੱਗਣਾ ਕਿ ‘ਪੱਕ ਏ’ ਤਾਂ- ਹੌਲ਼ੀ ਜਿਹੇ ਪੈਰ ਪਿੱਛੇ ਖਿੱਚ ਲੈਣਾ ਘਰ ਬਣ ਜਾਣਾ….. ਖੁਸ਼ ਹੋ ਜਾਣਾ। ਤੀਲੇ ਤੋੜਨੇ, ਘਰ ਸਜਾਉਣਾ। ਇੱਕ ਝੰਡਾ ਗੱਡ ਦੇਣਾ, ਅਣਜਾਣੀ ਜਿਹੀ ਫਤਿਹ ਦਾ। ਇੱਕ ਤੀਲੇ ਦਾ ਸਾਤਾ ਜਿਹਾ ਬਣਾ ਕੇ ਮੋਟਰ ਬਣਾਉਣੀ ਤੇ ਆਡ ਵੀ। ਛੋਟੇ ਛੋਟੇ ਖੇਤ ਬਣਾਉਣੇ, ਤੇ ਹਰੇ ਘਾਹ ਦੇ ਤੀਲੇ ਗੱਡ ਕੇ ਫਸਲ ਬੀਜਣੀ। ਸਮਾਂ ਭੁਲ ਜਾਣਾ—- ਤੇ ਫੇਰ ਦੂਰੋਂ ਆਵਾਜ਼ ਆਉਣੀ- ‘ਝਾਈ’ ‘ਵਾਜ਼ਾਂ ਮਾਰਦੀ ਏ। ਘਰ ਦਾ ਚੇਤਾ ਆਉਣਾ। ਤੁਰਨ ਲੱਗਿਆਂ ਘਰ ਨੂੰ ਨਿਹਾਰਨਾ। ਤੇ ਫੇਰ ਰੀਝਾਂ ਨਾਲ ਬਣਾਏ ਘਰ ਨੂੰ- ਪੈਰ ਮਾਰ ਢਾਹੁਣਾ, ਬੜਾ ਚਾਅ ਆਉਣਾ ਤੇ ਆਖਣਾ- ‘ਹੱਥਾਂ ਨਾਲ ਬਣਾਵਾਂਗੇ, ਪੈਰਾਂ ਨਾਲ ਢਾਵਾਂਗੇ।’ ਆਪਣੀਆਂ ਰੀਝਾਂ ਨੂੰ ਆਪਣੇ ਹੀ ਪੈਰਾਂ ਨਾਲ ਲਿਤਾੜਨਾ ਤੇ ਖਿੜ ਜਾਣਾ- ਘਰ ਢਾਉਣ ਦਾ ਸਵਾਦ, ਬਣਾਉਣ ਨਾਲੋਂ ਕਿਤੇ ਵੱਧ ਆਉਣਾ। ਪਰ… ਪਰ ਹੁਣ ਮੈਂ ਵੱਡਾ ਹੋ ਗਿਆ ਹਾਂ- ਹੁਣ ਕਿੱਧਰੋਂ ‘ਵਾਜ਼ ਨਹੀਂ ਪੈਂਦੀ। ਹੁਣ ਘਰ ਢਾਉਣ ਦਾ ਹੀਆ ਨਹੀਂ ਪੈਂਦਾ- ਤੇ ‘ਪਿੱਛੇ’ ਮੁੜਨ ਦਾ ਚੇਤਾ ਨਹੀਂ ਆਉਂਦਾ। – ਅਵਤਾਰ..

Centre’s rabi MSP hike modest, says experts

New Delhi, While the Centre on Wednesday raised the minimum support price (MSP) for the rabi season crops like wheat, experts have slammed what they called a “modest” hike and went on to say that the “terms of trade are moving against agriculture”. Former Union Minister and agricultural economist Y.K. Alagh told IANS that the wheat price increase is modest and way below the market price. “It’s extremely unlikely for large purchases by Food Corporation of India.” He said it is not clear how the numbers have been arrived at. “One was hoping to get some reasonable explanations for the rabi crop price support numbers. It’s not clear if the Commission for Agricultural Costs & Prices (CACP) recommendations have been followed in the announcements made.” Even on the MSPs for pulses, Alagh said these are again are way below market prices, so there is no support element in it. “The 150 per cent increase over costs excludes rental on land but the argument is that it is an unearned income. But land is scarce in India and the builder lobbies supporting political parties of all kinds in power get assured rentals on land and so do big corporates from mining leases,” he added that very little concern has been shown on the impact of late kharif rains on farmers’ incomes...
