President promulgates ordinances for agriculture market reforms

New Delhi, (Samajweekly) President Ram Nath Kovind on Friday promulgated the ordinances for major agricultural reforms which aim to give freedom to the farmers to sell their agriculture produce anywhere in the country and pave the way for contract farming. The Union Cabinet had on Wednesday cleared Farmers’ Produce Trade and Commerce (Promotion & Facilitation) Ordinance 2020 and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance 2020 which were notified on Friday. Apart from these two key reforms, the amendment of essential goods act has also been given approval following which the agriculture commodities like onion, potatoes, oilseed, edible oil and cereals have been removed from the list of essential commodities. After the announcement of the landmark decisions by the Government for reforms in the agricultural sector for raising the income of the farmers as part of the Aatmanirbhar Bharat Abhiyan, the President has promulgated the two ordinances with the aim of giving a boost to rural India for farmers engaged in agriculture and allied activities, said the Union Agriculture and Farmers Welfare in a statement. Union Minister for Agriculture and Farmers Welfare, Narendra Singh Tomar on Friday wrote to all the Chief Ministers informing them of the Ordinances and solicited their cooperation in implementation of the reforms, said the statement. (ਸਮਾਜਵੀਕਲੀ) ਸਿੱਖ ਧਰਮ ਵਿੱਚ ਸਭ ਤੋਂ ਛੋਟੀ ਉਮਰ ਦੇ ਸਤਿਗੁਰੂ ਜਿੰਨਾ ਨੂੰ ‘ਬਾਲਾ ਪ੍ਰੀਤਮ’ ਤੇ ‘ਅਸ਼ਟਮ ਬਲਬੀਰਾ’ ਜਿਹੇ ਲਫਜ਼ਾਂ ਨਾਲ ਯਾਦ ਕੀਤਾ ਜਾਂਦਾ ਹੈ, ਉਹ ਸ੍ਰੀ ਗੁਰੂ ਨਾਨਕ ਸਾਹਿਬ ਜੀ ਦੀ ਜੋਤ ਦੇ ਅੱਠਵੇਂ ਵਾਰਸ ਸ੍ਰੀ ਗੁਰੂ ਹਰਿ ਕ੍ਰਿਸ਼ਨ ਸਾਹਿਬ ਜੀ ਸਨ। ਆਪ ਜੀ ਦਾ ਪ੍ਰਕਾਸ਼1656 ਈ: ਨੂੰ ਸ੍ਰੀ ਗੁਰੂ ਹਰਿ ਰਾਏ ਜੀ ਦੇ ਗ੍ਰਹਿ ਵਿਖੇ ਮਾਤਾ ਕ੍ਰਿਸ਼ਨ ਕੌਰ ਜੀ ਦੀ ਕੁੱਖੋਂ ਸ੍ਰੀ ਕੀਰਤਪੁਰ ਸਾਹਿਬ ਵਿਖੇ ਹੋਇਆ। ਗੁਰੂ ਹਰਿ ਰਾਏ ਸਾਹਿਬ ਜੀ ਦੇ ਵੱਡੇ ਸਪੁੱਤਰ ਬਾਬਾ ਰਾਮਰਾਇ ਜੀ ਨੇ ਔਰੰਗਜੇਬ ਦੇ ਅਸਰ-ਰਸੂਖ ਵਿੱਚ ਆ ਕੇ ਉਸ ਨੂੰ ਖੁਸ਼ ਕਰਨ ਦੀ ਖਾਤਰ ਗੁਰੂ ਨਾਨਕ ਸਾਹਿਬ ਜੀ ਦੀ ਬਾਣੀ ਦੀ ਪੰਕਤੀ ‘ਮਿਟੀ ਮੁਸਲਮਾਨ ਕੀ ਪੇੜੈ ਪਈ ਕੁਮਿਆਰ’ ਦੀ ਥਾਂ ‘ਮਿੱਟੀ ਬੇਈਮਾਨ ਕੀ, ਕਹਿ ਦਿੱਤਾ ਸੀ। ਇਸ ਵਾਸਤੇ ਗੁਰੂ ਹਰਿ ਰਾਇ ਜੀ ਨੇ ਗੁਰਗੱਦੀ ਦੀ ਜਿੰਮੇਵਾਰੀ ਗੁਰੂ ਹਰਿ ਕ੍ਰਿਸ਼ਨ ਸਾਹਿਬ ਨੂੰ ਸੌਂਪ ਦਿੱਤੀ। ਸ੍ਰੀ ਹਰਿ ਕ੍ਰਿਸ਼ਨ ਸਾਹਿਬ ਜੀ ਅੱਠਵੇਂ ਗੁਰੂ ਵਜੋਂ 6 ਅਕਤੂਬਰ, 1661 ਈ: ਨੂੰ ਗੁਰਿਆਈ ਆਸੀਨ ਹੋਏ। ਇਸ ਸਮੇਂ ਆਪ ਜੀ ਦੀ ਉਮਰ 5 ਸਾਲ, 3 ਮਹੀਨੇ ਦੀ ਸੀ। ਜਦੋਂ ਇਸ ਗੱਲ ਦਾ ਪਤਾ ਰਾਮ ਰਾਇ ਨੂੰ ਲੱਗਾ ਤਾਂ ਉਹ ਬਹੁਤ ਔਖਾ ਹੋਇਆ। ਉਸਨੇ ਆਪਣੇ ਤਾਏ ਧੀਰ ਮੱਲ ਨਾਲ ਸਲਾਹ ਕਰਕੇ ਕੁਝ ਮਸੰਦਾਂ ਨੂੰ ਆਪਣੇ ਨਾਲ ਗੰਢਿਆ ਤੇ ਉਹਨਾਂ ਰਾਹੀਂ ਆਪਣੇ ਆਪ ਨੂੰ ਗੁਰੂ ਮਸ਼ਹੂਰ ਕਰਨ ਦਾ ਯਤਨ ਕੀਤਾ। ਪਰ ਸਿੱਖਾਂ ਨੂੰ ਗੁਰੂ ਹਰਿ ਰਾਇ ਸਾਹਿਬ ਦੇ ਫੈਸਲੇ ਦਾ ਪਤਾ ਸੀ, ਇਸ ਕਰਕੇ ਰਾਮ ਰਾਇ ਨੂੰ ਕਿਸੇ ਨੇ ਵੀ ਗੁਰੂ ਨਾ ਮੰਨਿਆ। ਇੱਧਰੋਂ ਮੂੰਹ ਦੀ ਖਾ ਕੇ ਉਹ ਸਿੱਧਾ ਔਰੰਗਜ਼ੇਬ ਕੋਲ ਪਹੁੰਚਿਆ ਤੇ ਕਿਹਾ ਕਿ ਮੈਂ ਵੱਡਾ ਪੁੱਤਰ ਹਾਂ। ਗੁਰਿਆਈ ਤੇ ਮੇਰਾ ਹੱਕ ਹੈ। ਰਾਮ ਰਾਇ ਨੇ ਔਰੰਗਜ਼ੇਬ ਦੇ ਦਰਬਾਰ ਵਿੱਚ ਰਹਿ ਕੇ ਕਾਫ਼ੀ ਵਿਉਂਤਾਂ ਗੁੰਦੀਆਂ ਪਰ ਉਸਨੂੰ ਆਪਣੇ ਮਕਸਦ ਵਿੱਚ ਕਾਮਯਾਬੀ ਨਾ ਮਿਲੀ। ਔਰੰਗਜ਼ੇਬ ਨੇ ਪਹਿਲਾਂ ਤਾਂ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਕੋਈ ਦਖ਼ਲ ਨਾ ਦਿੱਤਾ, ਪਰ ਫਿਰ ਉਸਨੇ ਸੋਚਿਆ ਕਿ ਰਾਮ ਰਾਇ ਗੁਰੂ ਬਣ ਕੇ ਸਰਕਾਰੀ ਨੀਤੀ ਅਨੁਸਾਰ ਚੱਲੇਗਾ ਅਤੇ ਹਕੂਮਤ ਇੱਕ ਪਾਸੇ ਬੇ-ਫ਼ਿਕਰ ਹੋ ਜਾਵੇਗੀ ਤਾਂ ਉਸਨੇ ਸ੍ਰੀ ਹਰਿ ਕ੍ਰਿਸ਼ਨ ਸਾਹਿਬ ਜੀ ਨੂੰ ਦਿੱਲੀ ਪਧਾਰਨ ਦਾ ਸੱਦਾ ਭੇਜਿਆ। ਸ੍ਰੀ ਗੁਰੂ ਹਰਿ ਰਾਇ ਸਾਹਿਬ ਜੀ ਨੇ ਜੋਤੀ ਜੋਤ ਸਮਾਉਣ ਤੋਂ ਪਹਿਲਾਂ ਸ੍ਰੀ ਗੁਰੂ ਹਰਿ ਕ੍ਰਿਸ਼ਨ ਜੀ ਨੂੰ ‘ਨਹਿ ਮਲੇਸ਼ ਕੋ ਦਰਸ਼ਨ ਦੇਹ ਹੈ’ ਕਹਿ ਕੇ ਔਰੰਗਜ਼ੇਬ ਦੇ ਮੱਥੇ ਲੱਗਣ ਤੋਂ ਵਰਜ਼ ਦਿੱਤਾ ਸੀ ਅਤੇ ਕਿਹਾ ਸੀ ਕਿ ਕਿਸੇ ਦੀ ਧਮਕੀ ਹੇਠ ਨਹੀਂ ਆਉਣਾ। ਆਪ ਜੀ ਨੇ ਆਪਣੇ ਗੁਰੂ ਪਿਤਾ ਦਾ ਹੁਕਮ ਮੰਨਦਿਆਂ ਸਿੱਖਾਂ ਦੀ ਅਣਖ਼ ਅਤੇ ਸ਼ੋਭਾ ਨੂੰ ਉੱਚਾ ਰੱਖਣ ਲਈ ਦਿੱਲੀ ਦਰਬਾਰ ਜਾਣ ਤੋਂ ਸਾਫ਼ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ। ਗੁਰੂ ਜੀ ਨਾਲ ਸਬੰਧਿਤ ਇਕ ਸਾਖੀ ਵਿੱਚ ਪੜ੍ਹਨ ਨੂੰ ਮਿਲਦਾ ਹੈ ਕਿ ਇਕ ਵਾਰ ਆਪ ਪਾਲਕੀ ਵਿੱਚ ਸਵਾਰ ਹੋ ਕੇ ਕਿਧਰੇ ਜਾ ਰਹੇ ਸਨ ਤਾਂ ਬ੍ਰਾਹਮਣਾਂ ਦਾ ਸਿਖਾਇਆ ਇੱਕ ਕੋਹੜੀ ਗੁਰੂ ਜੀ ਦੀ ਪਾਲਕੀ ਅੱਗੇ ਆ ਕੇ ਲੇਟ ਗਿਆ ਅਤੇ ਰੋਗ ਰਾਜ਼ੀ ਕਰਨ ਲਈ ਬੇਨਤੀ ਕਰਨ ਲੱਗਾ।..

ਸੂਰਜ ਦੇ ਰਹਿੰਦਿਆਂ ਘਰਾਂ ਚੋਂ ਬਾਹਰ ਆ ਜਾਣਾ- ਯਾਰਾਂ ਨੂੰ ਨਾਲ ਲੈਣਾ ਤੇ ਬਾਹਰ ਖੁੱਲ੍ਹੇ ਖੇਤਾਂ ਵਿੱਚ ਜਾ ਬਹਿਣਾ। ਦੌੜਨਾ, ਛੂਹਣਾ, ਧੱਕੇ ਦੇ ਸੁੱਟਣਾ ਤੇ ਖੁਦ ਵੀ ਡਿੱਗ ਪੈਣਾ ਫੇਰ…ਖਿੜ ਖਿੜਾ ਕੇ ਹੱਸਣਾ। ਮਿੱਟੀ ਦੇ ਘਰ ਬਣਾਉਣ ਲੱਗ ਪੈਣਾ- ਪੈਰ ਹੇਠਾਂ ਰੱਖ- ਸਿੱਲ੍ਹੀ ਮਿੱਟੀ ਨਾਲ ਨੱਪਣਾ, ਲਿਪਣਾ। ਹੋਰ ਮਿੱਟੀ ਪਾ ਘਰ ਨੂੰ ਪੱਕਾ ਕਰਨਾ। ਜਦੋਂ ਲੱਗਣਾ ਕਿ ‘ਪੱਕ ਏ’ ਤਾਂ- ਹੌਲ਼ੀ ਜਿਹੇ ਪੈਰ ਪਿੱਛੇ ਖਿੱਚ ਲੈਣਾ ਘਰ ਬਣ ਜਾਣਾ….. ਖੁਸ਼ ਹੋ ਜਾਣਾ। ਤੀਲੇ ਤੋੜਨੇ, ਘਰ ਸਜਾਉਣਾ। ਇੱਕ ਝੰਡਾ ਗੱਡ ਦੇਣਾ, ਅਣਜਾਣੀ ਜਿਹੀ ਫਤਿਹ ਦਾ। ਇੱਕ ਤੀਲੇ ਦਾ ਸਾਤਾ ਜਿਹਾ ਬਣਾ ਕੇ ਮੋਟਰ ਬਣਾਉਣੀ ਤੇ ਆਡ ਵੀ। ਛੋਟੇ ਛੋਟੇ ਖੇਤ ਬਣਾਉਣੇ, ਤੇ ਹਰੇ ਘਾਹ ਦੇ ਤੀਲੇ ਗੱਡ ਕੇ ਫਸਲ ਬੀਜਣੀ। ਸਮਾਂ ਭੁਲ ਜਾਣਾ—- ਤੇ ਫੇਰ ਦੂਰੋਂ ਆਵਾਜ਼ ਆਉਣੀ- ‘ਝਾਈ’ ‘ਵਾਜ਼ਾਂ ਮਾਰਦੀ ਏ। ਘਰ ਦਾ ਚੇਤਾ ਆਉਣਾ। ਤੁਰਨ ਲੱਗਿਆਂ ਘਰ ਨੂੰ ਨਿਹਾਰਨਾ। ਤੇ ਫੇਰ ਰੀਝਾਂ ਨਾਲ ਬਣਾਏ ਘਰ ਨੂੰ- ਪੈਰ ਮਾਰ ਢਾਹੁਣਾ, ਬੜਾ ਚਾਅ ਆਉਣਾ ਤੇ ਆਖਣਾ- ‘ਹੱਥਾਂ ਨਾਲ ਬਣਾਵਾਂਗੇ, ਪੈਰਾਂ ਨਾਲ ਢਾਵਾਂਗੇ।’ ਆਪਣੀਆਂ ਰੀਝਾਂ ਨੂੰ ਆਪਣੇ ਹੀ ਪੈਰਾਂ ਨਾਲ ਲਿਤਾੜਨਾ ਤੇ ਖਿੜ ਜਾਣਾ- ਘਰ ਢਾਉਣ ਦਾ ਸਵਾਦ, ਬਣਾਉਣ ਨਾਲੋਂ ਕਿਤੇ ਵੱਧ ਆਉਣਾ। ਪਰ… ਪਰ ਹੁਣ ਮੈਂ ਵੱਡਾ ਹੋ ਗਿਆ ਹਾਂ- ਹੁਣ ਕਿੱਧਰੋਂ ‘ਵਾਜ਼ ਨਹੀਂ ਪੈਂਦੀ। ਹੁਣ ਘਰ ਢਾਉਣ ਦਾ ਹੀਆ ਨਹੀਂ ਪੈਂਦਾ- ਤੇ ‘ਪਿੱਛੇ’ ਮੁੜਨ ਦਾ ਚੇਤਾ ਨਹੀਂ ਆਉਂਦਾ। – ਅਵਤਾਰ..

London,(Samajweekly) The United Kingdom government has given the green light for sport in the country to return from June 1 behind closed doors. The development comes as a boost for the lucrative English cricket and football competitions in particular who have all been looking for a restart within the next two months. “The wait is over. Live British sport will shortly be back on in safe and carefully controlled environments,” said British Culture Secretary Oliver Dowden in a document published by Department for Digital, Culture, Media and Sport (DCMS). Strict guidelines were also published in the document which included a ban on spectators and an insistence on adhering to social distancing norms as far as possible. “This guidance provides the safe framework for sports to resume competitions behind closed doors. It is now up to individual sports to confirm they can meet these protocols and decide when it’s right for them to restart.” The Premier League in its statement said that it “welcomes” the government’s decision. “The Premier League welcomes the government’s announcement today,” a statement from the league said. “All major sports, including the Premier League, have been working with DCMS to produce the stage three protocol.
